I do not think so. I think EC working about 80%, but I'm not sure. As EC responds to pressing the Power Button that oscillator is working.
(Notification. I wrote "Y2, Y6 (32.768KHZ) should oscillate" but at other shematic it can be Y4 for EC, Y7 for SB.)

There is page "Power Sequence" in some laptop schematics. This page contained all information about logical sequence of the power supplies. But not in Quanta...

You need found all the power supplies at schematic is connected with the signals and to analyze they condition using datasheets of them. For example, SUSON go to pin 11 (S5) RT8207. From datasheet RT8207 you know: all outs of RT8207 (VDDQ, VTT) is full ON if pin 11 (S5) is High and if pin 10 (S3) is High. Then all outs is full ON if SUSON and MAINON are High, etc... Understand?

There are two different type of signals in electronics: static and dynamic.
You may measure the static signals by multimeter, not the dynamic signals. For the measurements of dynamic signals, for the checking of oscillations, etc. - is intended the oscilloscope.
Without the special equipment you can not repair laptops!If you will practice the repairing in the future you must purchase the oscilloscope, the programmer, the soldering station, etc... It is very expensively but is necessary. Understand me?
If you will not practice the repairing in the future you will go in Repairing Service for help...

You has done the great work but it is not contained any information, because these signals are dynamic.
When I have no information then I ask a spirit... I do not see that there occurs, therefore I can not give advice to you.
Without the special equipment you can do the next: replace the CPU, Memory, Power adapter by the same in working condition and measure the static voltages. That's all of you can only.
