I need help on the following points :

1*-Does a shorted tiny cap placed on GMCH or VGA chip (nvidia or Ati)confirm that the chip is bad or it's not necessary true ?

2*-In case a VGA chip is shorted, does reflowing might help recovering the chip and fixing display issue even temporarily or changing a new chip is the only solution ?

3*- Last, are 3 to 4 ohms resistance measured on SMD cap enough to conclude that SMD is shorted ?

I should appreciate any quick and informative reply, to help fix an outstanding notebook.

shorted cicruit mostly means resistanse less than 0.1Ohm but you measured 3Ohms which is normal for graphic core

Do you confirm that 3 0hms resistance is normal for Graphic core ?

In case resistance found is under 1 Ohm, does reflowing the chip might fix the short issue ?

Why the only cap should be shorted whilst a lot of chips or elements are might be connected to the same circuitry?
Or you mean an unsoldered cap ? In this case the cap IS shorted. Definitely.

To be more precise, I found a tiny cap soldered on a GMCH, measuring under 1 ohm resistance, I wish to know, practically, whether I must conclude that chip is bad and need replacement or some nearby circuitry might be the cause of the short.

I never tried to desolder tiny caps fixed on chips, to isolate short problems, I don't know whether it's possible to fix a replacement cap on chips!

First of all the caps on a chip are filters of main or auxiliary voltages so you need check all voltage circuitry.
You can find a shorted element easily by regulated voltage power supply with current limiting.
Connect the supply to a suspicious scheme and step the voltage up slowly to a lower level.
Shorted element will heat up so you have to touch all board by your palm to locate the heating element.
Be careful cos it hurts sometime ))
If you do not feel the heat keep raise the voltage smoothly to operating level and keep touching the board.
