Greetings to all people on this forum. I am sorry to write in English but I don't speak Russian, and when I read this forum, I am using Google translate. There is a lot of useful info on this forum, it's been very helpful for my work.
The problem I have is with the Toshiba motherboards. I can't seem to repair a single motherboard from this series. Here are the pictures of the board I am trying to repair now, I have about 10 same motherboards and neither one works.
Here are the pictures of the board along with the voltages.

The board seem to have all the right voltages, but it is not initializing at all. On the other boards I did try to reball both the Intel chipset and GPU. Did not try with new chips but I read a lot of other posts that people that have changed both chips have not solved the problem.
On the couple of boards, we found cold solder joints on DDR3 headers and it solved a problem for a couple of days, but the boards came back again. Couldn't find a permanent solution.
Thank you in advance.
